IRC replacement

- We need high uptime, and that is the most important

- possibly libvirt to colocate some irc processes. Being able to separate out NIC is important because openirc gets some ddos

Ideal needs:
 low power
 redundant hotswap storage
 redundant PSU
 IPMI (can be a nanoKVM)
10G is nice against some ddos

Studenten net network

SNT seems to be unique in it's integration with the university due to historical reasons. Some other universities have also shown interest in setting up something similar. Universities already have smart people and good infrastructure, so it should really be possible to create more similar initiatives.
